This won’t work unless you change (are you serious with these names)

\defineconversion [Ñ] [\Spanishnumerals]
to
\defineconversion [spanishnumerals] [\spanishnumerals]
\defineconversion [Spanishnumerals] [\Spanishnumerals]
What’s missing as well are these two definitions in core-con.miv
\def\spanishnumerals #1{\ctxcommand{alphabetic(\number#1,"spanish")}}
\def\Spanishnumerals #1{\ctxcommand{Alphabetic(\number#1,"spanish")}}
and the following line in core-con.la
counters['spanishnumerals'] = counters['spanish']
