links don’t work with focus=standard

Hans,

I’m afraid that links with "focus=standard" are broken after beta from
2018.04.13 14:53.

    \setupinteraction[state=start, focus=standard]
    \starttext
    \completecontent

    \chapter{Chapter}
    a\footnote{footnote}
    \stoptext

I think that all links that worked fine before the latest fix
(https://mailman.ntg.nl/pipermail/ntg-context/2018/091304.html) don’t
work now. Could you fix them?

I have just downloaded latest beta (2018.04.16 12:05) and everything
works perfectly fine.
