That's a question for Hans. The minimals on the garden revealed that
the file apparently disappeared form ConTeXt

find . | grep scite-ctx.lua
./2007.09.28/scripts/context/lua/scite-ctx.lua
./2007.09.14/scripts/context/lua/scite-ctx.lua
# these were all the hits
2007.12.05 doesn't include the file any more.
