Maybe the reason is that MKIV does not read map files and consequently has no idea what to do with txmi(.tfm) that comes from rtxmi.pfb, or at least one would need to rewrite "tex-mi" for times. I don't know yet how to do it (I don't know how luatex reads in pfb files with characters with non-standard names). This support is definitely missing from the ConTeXt core and needs both a tiny help from Hans' hands and someone writing a vector (or some other trick to make the original tfm file work).
