The problem here is that your setups are used but the value from the align
key overwrite them which can’t be changed. One solution is to put \texsetup{myset}
after \startTEXpage but this has to be done for each page, the better solution is
to misuse the command key to flush the setups content.

\startsetups [myset]
\setupwhitespace [big]
\setuptolerance [space]
\stopsetups
\setupfittingpage[TEXpage][command=\texsetup{myset}]
