latest beta and \doifnotallmodes

		defaultmode instructions
				}
gets the following error message:

	system          : mark BibTitle defined [subject]
	! Missing number, treated as zero.

	\catcodetable ...\fi \the \csname @@cct:\number #1
                                                   \endcsname
	\popcatcodetable ...atcoderestorelevel \endcsname
                                                    
\tracepopcatcodetable \adv...

	\docheckforallmodes ...\cleanuplabel {#3}\protect
                                                   \checkedmodetrue  
\rawproce...
	.344 ...des{frontbackmatter,memorialnote,article}

whereas \startmode[defaultmode]
		instructions
		\stopmode
and 		\enablemode[defaultmode]
runs without incident.

Am I misusing \doifnotallmodes? This used to work.

in core-var.tex there is an assymetric (un)protect;

btw, i now make context quit when unprotect/protect don't match
