You have you use the “split” keyword when you want your tables to be broken across pages, i.e.

\placetable[split]{Table caption}
  {\starttabulate
   \NC Knuth \NC \input knuth \NC\NR
   \NC Tufte \NC \input tufte \NC\NR
   \NC Zapf  \NC \input zapf  \NC\NR
   \NC Knuth \NC \input knuth \NC\NR
   \NC Tufte \NC \input tufte \NC\NR
   \NC Zapf  \NC \input zapf  \NC\NR
   \stoptabulate}
   
\stoptext
