The following example works as expected with MKIV but fails for me with
LMTX.
\setuppapersize[A7]
\setuppagenumbering [location=]
\definelayer [pageNumber][
x=\dimexpr\pagewidth-\cutspace\relax,

width=\pagewidth,
height=\pageheight,
]
\startsetups [setupPage]
\setlayer[pageNumber]

\setupbackgrounds[page]
[setups=setupPage,
background=pageNumber]
