Hi,
In fact you should use
\setupuserpagenumber[number=1]
as in the following example:

\starttext
\startfrontmatter
\setupuserpagenumber[numberconversion=Romannumerals]
\input knuth.tex
\stopfrontmatter
\startbodymatter
\setupuserpagenumber[numberconversion=numbers]
\setupuserpagenumber[number=1]
\input ward.tex
\stopbodymatter
\stoptext
