Yes this is a possibility but i would prefer something like this:
\definespace[smallspace][width=.2em,shrink=.05em,stretch=.1em]
\starttext
...
\setupspace[smallspace] % Better \enablespace[smallspace] or \setspace[smallspace]?
...
\stoptext
