Oh sorry, should have refreshed my geography knowledge before posting.

But quipu is decimal, that's no encryption ;-)

(Recently read an article on ancient numbering systems that pointed  
out that big empires worked only with good arithmetics, i.e. quipu or  
Indian/Arabic numbers succeeded, the Roman empire grew too big for  
their complicated numbers... Does someone know which system the  
Carthagians used?)
