Taco can surely better explain why. I think somewhere in the luatex manual, he explains why luatex sets locale to "C". To see the differences in the environment, just do "set >/tmp/set-shell" and run context on: --8<---------------cut here---------------start------------->8--- \starttext \ctxlua{os.execute"set >/tmp/set-context"} \stoptext --8<---------------cut here---------------end--------------->8--- I don't have pandoc, but I'm sure that you can reproduce the problem with "LANG=C pandoc ..."
