Thanks, and I am getting this to work, which is similar to the way  
the align macros from the AMS work:

\placeformula[eq:twosolve]
\startformula
   \startalign[m=3]
     3-2x&>-1 &&\qor& 3-2x&<1\\
      -2x&>-4 &&&      -2x&<-2\\
        x&<2  &&&        x&>1
   \stopalign
\stopformula
