I just dlded the latest version and ran texmfstart newtexexec --make --all from within the directory where the format files should be written. After completion, I double-checked, and I did not get a new version or format file. I then searched my disk to see where format files had been written. What happened: instead of using the path descriptors as handed to it by kpsewhich, newtexexec CREATES the paths verbatim, so I now have a directory .:/Users/tas/texmf/ web2c/:!!/usr/local/teTeX/share/share/texmf-local/web2c/:!!/usr/local/ teTeX/share/share/texmf/web2c/:!!/usr/local/teTeX/share/share/texmf- dist/web2c/pdfetex/ inside my Home directory and in other places of the disk.
