I just stumbled upon the same error. Arranging is broken in lmtx. MWE:
\setuppapersize[A6][A4]
\setuparranging[2*4]
\starttext
\dorecurse{8}{Test: \recurselevel \page}
\stoptext
Works in mkiv. With lmtx, I get
tex error > tex error on line 7 in file ./test.tex: You can't use
'integer 340' in internal vertical mode
