You need to use
after={\blank[big]}
that is: you need braces, else the closing bracket of big will also
close setupfloat.
The following is from one of my old documents:
\setupformulas
[spacebefore=0.6cm,spaceafter=0.6cm]
\setupfloats
[spacebefore=0.8cm,spaceafter=0.8cm]
