Are the binaries in C:\ConTeXt\tex\texmf-mswin\bin or
C:\ConTeXt\texmf-mswin\bin? That is - with or without tex? The
information above is a bit confusing. What does
mtxrun --generate
return you?
Apart from that - you are welcome to test if ConTeXt works fine on MikTeX (2.9).
