Thanks to Hans,Peter,Alan,Aditya,

         It really helps. I combined your ideas together, the final result
is perfect.
         \setupalign[verytolerant,stretch,hanging,highquility,nothyphenated]

I did not try many combinations, but withouth verytoleratnt and stretch, the
result is not as good as all of them included.
Hope this thread will help those who work with annoying boss :).
