Can you try this:
\starttext
\copypages[…][][scale=500]
\stoptext
In MkIV \copypages has three arguments:
- the first argument is the name of the file
- with the second argument you can control the copy mechanism and
- the third argument is passed down to \externalfigure which includes each page of the file in your document.
