It's really quite easy, you must only setup the "part" head -- you
could find it in the docs yourself.
(John tends to give a bit contraproductive low-level TeX answers even
if there's a comfortable ConTeXt solution...)
An example from my latest book:
\setuphead[part]
[style={\ss\bfc}, page=yes, number=yes,
placehead=yes, align=right,
before={}, after=\blank, header=empty]
