Not sure if this is the right way, but... since the poems are short, maybe do each as a two-row \bTABLE with the ornamented date in the first row and the poem in the second?

Instead of itemize to keep count you could use a counter <https://wiki.contextgarden.net/ConTeXt_and_Lua_programming/Counters> and increment it after each poem, resetting at the next chapter?
