The charter font doesn't work because the file type-map.tex contains
\loadmapfile[texnansi-bit-charter.map]
however, type-tmf.dat creates texnansi-bitstrea-charter.map
A work around is to put
\loadmapfile[texnansi-bitstrea-charter.map]
in source file.
