no, it can be a bug; it happens also with Linux32 bit.
Quick fix under Linux
1) hit CTRL-C anytime mktexlsr goes into a loop until end
2) cd tex; . setuptex
3) mktexlsr
4) context --make
5) texmfstart texexec --make en
