Yes, you have to use the \setupnotation command to set every counter related setting for footnotes.

\setupnotation[footnote][way=bychapter]

\starttext

\dorecurse{10}
  {\chapter{Chapter #1}
   \dorecurse{10}{\input knuth\footnote{\input ward }}}
