Taco, 

thanks for the response.  Over the weekend I found a solution to my problem:

Instead of handling punctuation within the \insertarttitle{}{}{} command
I changed the BibTeX style file (cont-no.bst) to add the periods to those title entries
that need it with the command add.period$.  And those titles that end in "?" 
or "!" are properly handled by add.period$.
