My contents chapters/sections/subsections etc are all active, and I 
don't think I'm doing something special:

\setupcolors[state=start]
\setupcolor[rgb]

\setupinteraction
[state=start,
color=blue]


  Please post a minimal example that shows how you get only the
chapters active.
