In fact, you are both right, write the macro differently.

\def\repere{\bigl(O\,;I,J\bigr)}

\starttext
\dorecurse{2}{blabla} $\repere$ \dorecurse{2}{blabla}

\dorecurse{2}{blabla} $\bigl(O\,;I,J\bigr)$ \dorecurse{2}{blabla}

\stoptext

In LaTeX there is no space neither:

--8<---------------cut here---------------start------------->8---
\newcommand{\repere}{$\bigl(O\,;I,J\bigr)$}
\documentclass{article}
\begin{document}
x \repere x
\end{document}
--8<---------------cut here---------------end--------------->8---
