In the simplified example,

“prefix=no” does not work. 

I am also puzzled that “repeat” must be entered at the higher levels if it effectively means “repeat higher-level number at lower levels, to produce e.g. 1.a.4” (quoting the wiki).

You can’t put keywords and assignments in the same argument. You need two arguments
where one holds the keywords and the other the assignments:

  \startMyList[A][prefix=no]
