You need braces around the list, i.e.

      \definefallbackfamily[mainface][mm][Brill][range={0391-03A9,03B1-03C9}]

or

    \definefallbackfamily[mainface][mm][Brill][range={lowercasegreeknormal,uppercasegreeknormal}]
