The latest ConTeXt MKIV (standalone) does not produce footnotes.

\startcomponent
Stuff\footnote{a note.}
\stopcomponent

This will show “Stuff” with a footnote call but no footnote appears at the
bottom of the page.

All is as it should be with MKII.
