If you remove the space, i.e.
\starttext
\startchapter
[ title={Vorwort}, reference=chap:vorwort]
Siehe \in{Kapitel}[chap:neu] \at{Seite}[chap:neu].
\stopchapter
\startchapter
[ title={Neu}, reference=chap:neu]
Bla.
\stopchapter
\stoptext
it works here.
