Did you install minimals with windows installer or with bat file?

From what I understand, MikTeX currently doesn't have any ConTeXt
installed. So the whole difference that MikTeX makes is that it
changes PATH to executables. If you want to use minimals, all you need
to do is to put path to <minimals>/tex/texmf-mswin/bin in front of
path to MikTeX binaries.

If you don't know how to change PATH (you can either do it with set
PATH=... or with GUI somewhere is system settings), please ask again.
(We need a clear entry in ConTeXt wiki about that.)
