The plain text version is already in the correct form: https://github.com/hyphenation/tex-hyphen/blob/master/hyph-utf8/tex/generic/hyph-utf8/patterns/txt/hyph-eo.pat.txt so it should be just a matter of Hans including the patterns in the distribution.
