I have the following document, but I want a different
\setuplayout[backspace....] for the titlepage and copyright space. What is
the best way to achieve this?

Each makeup page has its own named layout and to change values of
the layout for the block all you have to do is to change the layout.

\setuplayout
   [copyrightpage]
   [backspace=...,
    width=...]
