As fo= r the OP: you can set up any symbol you like, e.g. \setuplanguage[fr] [leftquote=3D\upperleftdoublesixquote, rightquote=3D\upperrightdoubleninequote, leftquotation=3D\leftguillemot, rightquotation=3D\rightguillemot] which is explained in chapter 7.3 of the manual. Btw, don't use something l= ike \cc in mkiv, prefer proper Unicode characters.
