ConTeXt resets a few features for the notes and you have to enable them for the notes block.
Add the following lines to your document and it should work.

\startsetups[footnote:french]
  \setcharacterspacing[frenchpunctuation]
\stopsetups

\setupnote[footnote][setups=footnote:french]
