There is a ‘before' key, but note that the sectionblock itself is called “backpart”, not “backmatter”
Either use
\setupsectionblock[backpart][before={\setuphead[chapter][page=no]}]
Or, nicer:
\startsectionblockenvironment[backpart]
\setuphead[chapter][page=no]
\stopsectionblockenvironment
