1. {} ≠ [], see \defineconversion

2. To end a paragraph use empty lines, \\ is wrong

\setupnotation[footnote][numberconversion=fnsym] % change footnote symbols
\setupnote    [footnote][rule=off] % disbale the rule before the footnote block
