Hello!

In Romanian the standard accent for \c s etc is kind of comma. So I hacked
an accent with this result:

   {\oalign{#1\crcr\hidewidth\vbox to.2ex{\hbox{,}\vss}\hidewidth}}

And it seems that it is working. So I changed a little bit the enco-fro.tex.

Maybe it will be added to the next ConTeXt distribution.
