I encountered a problem with TexLive = 2013=20 context.
The problem persisted with the = context=20 beta.
 
With
LuaTex version beta-0.77.0-2013081719 = (rev=20 4640)
and
ConTeXt  ver: 2013.08.18 18:32 = MKIV=20 beta  fmt: 2013.8.20  int: english/english
 
I compiled:

The figures were placed in the middle = of the page=20 and the text did not wrap
around the figures.
Everything worked fine in TexLive = 2012=20 context.
