Thanks for all the help. It lookes like the problem was with the version
of Miktex I had. There was no reference to ConTexT in miktex.ini in
the version I had. I downloaded the latest version of MikTeX
followed the recommendations. The perl script worked perfectly (except I
had to move the fmt file to /localtexmf/miktex/fmt).
