How about:

\installlanguage[de]
   [leftquote=\rightsubguillemot, rightquote=\leftsubguillemot,
    leftquotation=\rightguillemot,rightquotation=\leftguillemot]

\language[de]
And then:

 Hans sagt: \quotation{Hast Du die \quote{Matrix} gesehen?}
