what is the difference between a module and an environment?
What are the guidelines to decide where to put some code?

In my opinion, environments are closely tied in with specific
products/publications. Modules are where you would put code
that is usable in a much wider range of documents, perhaps even
by people you have not met before. :-)

Hi Wolfgang,

I would say, that a module makes part of the ConTeXt package e.g. 
m-chart.tex or m-units.tex. There are also third-party modules which 
start then with t- e.g. t-lettri.tex.
An environment is a file containing layout-instructions belonging to a 
certain project or a personal environment which is loaded at starting up.
