I've found my error: it must be --fontroot=/opt/teTeX/texmf-dist
The only problem, that remains: dvips seems to have problems with the
map-file, but not xdvi nor pdftex. I attache the PostScript-file, that
dvips produces from
\usetypescriptfile[type-ugm]
\usetypescript[URWGaramond]
\setupbodyfont[urwgaramond]
\starttext
