I've just seen your comment on the wiki. I don't think there is a problem.
With the following test-file I get a hyphen between "fig" and "ure".
\setuplabeltext[en][figure=figure~]
\definereferenceformat[inFig][label=figure]
\starttext
\placefigure[][fff]{}{}
\dorecurse{20}{\inFig[fff]}
\stoptext
