Hello,
I've just found out, that there are the keys "top" and "bottom":
\starttext
\setupTABLE[1][1][top=\TeX,bottom=\TeX]
\bTABLE
\bTR\bTD bla\eTD\eTR
\eTABLE
\stoptext
So, this seems to be already, what I've been looking for. Only the "top"
introduces a newline...
