I've never had such a problem, but my rpm versions are much older...
What happens, if you do
cd /tmp
wget http://pmrb.free.fr/texlive/texlive.nosrc.rpm
rpmbuild --rebuild --force /tmp/texlive.nosrc.rpm
?
Or yet another possibility:
cd /tmp
wget http://pmrb.free.fr/texlive/texlive.nosrc.rpm
rpm -i /tmp/texlive.nosrc.rpm
rpmbuild -bb --force /usr/src/packages/SPECS/texlive.spec

(As suggested on this page, I renamed the texlive.spm to texlive.nosrc.rpm)
