TeXLive 7 (the official version, seems to be of June 4, 2002) is a bit
buggy at that point:
The .afm files are at /texmf/fonts/afm/bit/charter/ while the .pfb files
are at /texmf/fonts/type1/bitstrea/charter and then the type-tmf.batch
script looks for --ve=bitstrea --co=charter so it, of course, doesn't work
too well.
I've found that the easiest way to fix this is to rename (or copy and
rename the copy) the /texmf/fonts/afm/bit/ directory to be 'bitstrea',
i.e. the result is /texmf/fonts/afm/bitstrea/ and after that the
type-tmf.batch script works perfectly (well, it needs tweaking elsewhere,
but that's a different story).
