I won't argue about "should", but I will point out it isn't, at least on my
computer with a recently updated context.
Here is a non-minimal but short non-working example.
%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%
\setupwhitespace [big]
\setuppapersize [letter]
\starttext
This is a short paragraph.
