Noticing that the Context Manaul did not have anything on tables, but
the 'Context: an excursion' had some, it referred to a 'Table' manual:

The tables below are shown with their sources. You can always read the
TABLE manual by M.J. Wichura for more sophisticated examples.

I seem to be unable to find this, or any other complete relevant
documentation for making tables.
